Defeat Rockefeller at the Oil Refinery. The Flamethrower is short-range crowd-control equipment, not an ordinary shop gun.

How to reload

  1. Find kerosene. Use a bottle or puddle, keeping it away from flames and explosives.
  2. Drop the weapon in the puddle. The article lists 5% tank restoration per kerosene puddle.
  3. Refill before fighting. Reloading in combat is awkward. Bullet ammo does not supply the liquid.
